Anti-hetero Middle School?

Whose idea was it to ask 12-year-olds in Hardy Middle School if they were "transgender," AND explain oral and anal sex to 7th-graders, WITHOUT the consent or knowledge of the parents of these children? Where did the concept of asking a child, behind the backs of that child's parents, if that child wanted to change his or her gender? Who would do such a perverse thing?
