My money is on the military. Even if DADT is repealed, it won't be because of Lady Gaga.
Would Lady Gaga tolerate showering nude with someone that she didn't want to shower nude with? This is what she expects men in the military to do. Women in the military aren't expected to tolerate sexual harassment from men in the military, but the repeal of DADT will allow homosexuals to harass straight men since ANY complaints from a straight serviceman will be dismissed as "homophobia."
